1. Past President of the Pa Council of Chief Juvenile Probation Officers – 2020-2023
a. The President serves as a statewide leader and advocate for the advancement of juvenile probation services, working to unify efforts across Pennsylvania to better serve youth, families, and communities.
2. Juvenile Justice System Enhancement Strategy Leadership Team – Pa Council of Chief Juvenile Probation Officers 2019 – current
- The JJSES leadership team is a multi-agency group that guides and supports the implementation of the Juvenile Justice System Enhancement Strategy, which is Pa’s statewide framework for evidence-based juvenile justice reform.
3. Chairman of the Safety Committee - Pa Council of Chief Juvenile Probation Officers, 2008 – current.
- The chair of the safety committee plays a critical leadership role in ensuring the safety and well-being of juvenile and adult probation officers, youth, adults, and stakeholders across Pennsylvania. This role focuses on developing, promoting, and supporting best practices policies related to safety in probation and parole.
- The committee meets 8 times per year. These meetings need to be held in person due to hands on/interactive training development. Additionally, they are held from 8:30am to 11am and then I drive back to the office and work from 1:30pm to 5pm.
- I am considered the expert on officer safety for the Juvenile and Adult Associations
- JPO Rebecca Arnold is also a member of this committee
4. Member of the County Chief Adult Probation and Parole Officers Association 2012 – 2014
- Serves as the statewide voice and leadership body for county-level chief adult probation and parole officers. The Association’s mission is to support the professional development, collaboration, and advancement of adult community supervision practices across Pennsylvania.
- Deputies Anderson and Cooper attend as well. I also have several supervisors that attend.
5. EBP Strategic Planning Leadership Team - County Chief Adult Probation and Parole Officers Association, 2017 – Current
Provides direction, coordination, and support for advancing the use of evidence-based practices in adult probation and parole across Pennsylvania.
6. Chairman of the Goal Team # (Risk and Needs Assessments) - County Adult Chief Probation and Parole Officers Association, 2016 – 2024
The chair plays a critical leadership role in guiding the implementation, fidelity, and advancement of (RNR) principles across Pennsylvania’s adult probation and parole departments.
9. Chairman of the Dauphin County Re-Entry Coalition
- Provides leadership, coordination, and strategic vision to support the successful reintegration of individuals returning to the community from incarceration. The chair plays a central role in a mining stakeholders, guiding collaborative initiatives, and advancing policies and practices that reduce recidivism and promote public safety.

10. Committee Member for the Pa Firearms Education and Training – County Adult Probation and Parole Advisory Committee, 2011 – current.
- State-Authorized body responsible for overseeing the training and certification standards for firearms instructors and probation and parole officers who are authorized to carry firearms during the performance of their duties. The Commission plays a vital role in public safety, training consistency, and firearm policy compliance across the Commonwealth.

11. Expert Witness testimony for PA Senate and Congressional Hearings, as well as local, state, and national subject matter expert
- Testimony on juvenile justice and adult criminal justice relative to Evidence-Based Practices (EBP), Secure Detention, Community-Based Programming, Officer Safety, and Critical Incident Stress Management”
12. Commission Member – Pa Juvenile Justice Delinquency and Prevention Commission” 2018 – current.
- Serves as the state advisory group responsible for guiding juvenile justice policy, funding, and reform efforts in alignment with the federal Juvenile Justice Delinquency Prevention Act (JJDPA).

13. Chairman of Juvenile Justice Leadership Committee – Dauphin County
- Provides the leadership in advancing a unified, strategic approach to improving the local juvenile justice system. Chair coordinates collaborative efforts among system stakeholders, promotes reform initiatives, and ensures that decisions are data-informed, equitable, and aligned with best practices.
- The Chief JPO is required to be the Chair.
Important notes to my role with these committees:
- The bylaws of both associations require that all meetings be held in State College
- With all these committees, etc, requires me to be out of the office 28 days per year and 8 half days per year.
- All the work that is required in between meetings is completed outside of work hours (ie. Nights and weekends)
- Due to my commitment and honor to serve on these committees, I lose vacation days every year so I do not take away from my role here as the Chief. In 2022, I lost 7 days of vacation. I always carry over the 4 weeks.
- I am out of the office less than my two Adult DDs as they use all their vacation time annually, as well as, they one averages 12 days of sick leave a year and the other, 8.
- I have only taken one sick day in my entire career here in Dauphin County….ONE day in 25 years.
- I work on average 55-60 hours per week since 2012.
- Lastly, Dauphin is regarded as the most progressive and highly respected department in the Commonwealth. Having a seat at the table is crucial when it comes to legislative changes, proposed mandates, etc. Losing this representation would not bode well and result in many state leaders and several Judges reach out to the PJ to inquire as to why we are not.
